Client profile

Public passenger-transport operator in Austria. Sector contractor (Sektorenauftraggeber) under BVergG.

Challenge

Tender and introduce a software for structured passenger-count data capture, plausibility checks and analytics, with reports routed to client stakeholders under strict regulatory requirements. The existing solution would be decommissioned on a fixed date — late delivery would trigger contractual penalties. Both standard solutions and new builds were admissible.

Workshops for structured requirements gathering (functional, technical, operations, support, IT security)
Detailed criteria catalogue (MUST/CAN plus optional requirements)
BVergG-compliant tender documentation and timeline
Moderation of qualitative bidder dialogues
Bidder response consolidation and bid evaluation
Comparison documents for management decision-making
Support through final alignment until contract award
Agile project management for the 6-month development phase
Detailed planning, progress tracking and escalation handling

Transition plan, documentation, knowledge transfer and hand-over to the support team

Methods

BVergG-compliant public tender (sector contractor). Combination of agile methodology (Scrum, JIRA) for the build with waterfall overall structure (project plan and milestone plan). Technology: Microsoft Azure (SQL Server, ASP.NET WebAPI, Azure Monitor, PowerBI).

Result

Platform successfully tendered, developed and put into operation. Today operating as the standard passenger-counter platform.
